Alexander Dunchev, an MP from „We continue the change“, described an interview given to „bTV“ by the Minister of Economy Cornelia Ninova about the political clearings in the forests as „another political scandal“. On Facebook, he clarified:
To the question „Why are GERB cadres being replaced by BSP cadres in forest enterprises?“ The answer was „For better management, better expertise and not to steal in the forests, so that we can bear political responsibility with our cadres“. And the answer to the question „What kind of forestry expertise do the new political appointments have, shouldn’t they be foresters in charge of the forest?“
These answers prove that:
- Personnel changes in the forests (directors and members of the management board) are made in violation of Art. 21 (1) of the Public Enterprises Act (PPA), because according to Ninova they are purely political and without a competition, while the law requires a competition for both the directors of the State Enterprise and the members of their management boards !!
- Personnel changes in the forests are made in order to install political officials with zero silvicultural experience, which is in violation of the requirement in Art. 21 (2) of the PPA, the managerial staff to have an expertise “corresponding to the specifics of the activities carried out by the respective public enterprise”, as well as in violation of Art. 170 of the Forest Act, requiring the management board to be competent and responsible for the most important issues in the management of state forests by forest enterprises (plans, finances, administration, property management, etc.).
- We pay salaries to municipal councilors in the management of forest enterprises in violation of Art. 34 (7) of the LGMSA.
- Political responsibility is seen only as „the installation of political officials“ and not as creating the conditions for the best and most respectable foresters and leaders with experience and public recognition to lead and manage the forest system.
Let’s see if the promise of „political responsibility“ will be kept in every scheme we have revealed for millions in the forests, which according to information from the forestries continue with furious force and are currently under political pressure: on Wednesday the MAF expires. Why a week ago they were sold without bidding, without competition and to a predetermined company with a terrible reputation of over 40000 cubic meters of wood at a price twice lower than the market – ie. loss of BGN 1,000,000 for the state.
On Wednesday we will ask the National Assembly which company is from Stara Zagora, for which the order of BGN 60,000,000 has been prepared for the repair and construction of forest roads in the South Central District. „Kiril Petkov, maybe it would be good to make a meeting with Mrs. Cornelia Ninova to put all the cards on the table and see how to protect the Bulgarian forests and Bulgarian foresters.
