„In my opinion, all we need is an amnesty from the National Assembly – that’s it. According to procedure, the Council of Ministers should have approached Parliament with a request for an amnesty law, which is a one-off, just for the specific case.„
This was stated by Ombudsman of the Republic of Bulgaria Prof. Diana Kovacheva because of accumulated fines from the lack of vignettes by residents of the Sofia village of Prolesha. According to her, the penalties cannot be waived in any other way because only uncollectible state debts are subject to waiver.
Kovacheva will propose in Parliament that the notification of accumulated fines to the toll agency be done within 3 days, as this is the main problem.
„I am making a proposal today in the National Assembly regarding the wrong vignettes that the notification should be within 3 days. This is a reasonable time frame. The truth is that on February 27, at the meeting of the Council of Ministers, a decision was made that the village of Prolesha would be part of those exempted from the vignette, but the next day a completely different decision was published in the State Gazette, where Prolesha is missing. It was also reported to the National Assembly that these people have been released,„, the Ombudsman commented.
In her words, the institutions’ refusal to provide a newly issued identity document, if outstanding fines are not paid is unconstitutional. She is preparing an appeal to submit to the Constitutional Court. Kovacheva noted another absurdity, in order to pass the vehicle technical inspection, we had to have a valid vignette.
