The company that won the tender for the purchase of a plot of land designated for a bus station in Tsarevo is connected either to the Municipality or to GERB – these doubts were shared by local residents and members of the public to Iskra.bg. They have serious concerns that the auction in question was rigged.
What is the background? During the meeting of the Municipal Council in Tsarevo on October 20, all GERB municipal councilors voted unanimously to start a procedure for the sale of part of the land that was designated for a bus station. There is also a building attached to it, but so far it has not been announced for sale.
The total area of the terrain in question is 18 acres. It was divided into 8 plots, and the one announced for sale was nearly 4 acres in size.
“This lot is literally the entrance to this terrain. So even if we decide to use it as a bus station, there is no real approach”, explained public figure Emil Peychev to Iskra.bg.
It also turned out that when the tender procedure was supposed to be announced, the website of the Municipality of Tsarevo did not work. Peychev explained:
“The site has been down for two weeks. By law, when there is such an announcement, when there is a start of a procedure, it must be uploaded on the website of the municipality. In my opinion, and also in the opinion of many of my fellow citizens, this was intentional – the site did not work so that a company close to the authorities or precisely determined could appear at the auction and win undisturbed.”
The website of the local administration started working on December 30. At that time, it was possible to see the order of the mayor, with which he opened a procedure and according to which the deadline for purchasing tender documentation and familiarizing the interested parties expires on December 29. In the end, the procedure ended on December 30, and even if someone wanted to get involved, they didn’t have the opportunity to do so.
During the auction from 11:00 a.m. on January 3, two companies appeared in the Tsarevo Municipality building. And here the suspicions of manipulation increase.
„Two companies have appeared, as is required by law. It can’t be just one. An old scheme that has played out before – one company deliberately did not make a deposit and was disqualified so that the other could win,“ explains Peychev.
The winning company is called „Coin Condor Consult“ EOOD. It was established on October 14, 2022 in Svilengrad with BGN 50 capital. Its owner is identified as Yordan Bozhinov, and his name and company address match those of lawyer Yordan Bozhinov from Svilengrad.
Peychev shared another interesting fact – during the auction, the municipal councilor from GERB Angel Tsigularov, who is said to be the shadow mayor, also appeared in the building. Peychev specified:
„According to his appearance, it is not accidental – perhaps to be sure that everything will go smoothly without any hiccups. From there, I assume that this company is close to GERB.”
At the moment, the Tsarevo Municipality website still lacks the order to determine the buyer of the land intended for the bus station in Tsarevo.
