Chairman of the Road Safety Institute, Bogdan Milchev, disclosed on the Facebook social network information that they received from the Chairman of the Management Board of the Road Infrastructure Agency (RIA), which he used to cover up what happened in the Agency in 2022.
On March 24 of this year, the Institute for Road Safety requested, under the Access to Public Information Act (APIA), the reports on the activities of the RIA, which are submitted every quarter to the Minister of Regional Development and Public Works (MRDPW). Then the RIA refused to provide them on the grounds that the requested information does not fall within the scope of the law and does not have the qualities of public information.
For the Institute, this refusal was not surprising, even though it is a violation of the APIA and, in particular, Art. 2, para. 1, which reads:
„Public information within the meaning of this law is any information related to public life in the Republic of Bulgaria and enabling citizens to form their own opinion regarding the activities of entities obligated by law.“
In its response, the RIA deliberately omitted the part of the text that reads:
„…regarding the activity of the entities obliged by law.“
The RIA is just such an entity, but in providing this information, citizens will learn that against billions of Bulgarian levs spent in 2022. RIA has carried out major repairs only on 7 kilometers of national roads and 1 agricultural overpass. For these „immense efforts“, the RIA bosses have received an additional nearly 300 thousand levs for achieving „high“ results in 2022.
From these reports, the citizens would understand that corruption and theft are the main activity of the MRDPW and RIA, which costs billions of levs and hundreds of innocent victims on the roads of our country. That is why the RIA refuses to provide them to the Institute for Road Safety and through it to the Bulgarian citizens, so that they do not find out about the spectacular corruption that they deal with on a daily basis in the Ministry of Road Safety and the Agency.
For this reason, the Institute for Road Safety demands the immediate resignation of Minister Shishkov and the Management Board of the Road Infrastructure Agency.
The Institute invited the Prosecutor’s Office and the media to demand from Minister Shishkov the reports on the activities of the RIA, through which the truth about the applied corrupt practices will be understood in 2022.
