„Edinenie“ (Unity) political party demanded the resignation of Interior Minister Kalin Stoyanov. The main reason for this is the inability of the state to cope with the many fires that are raging in the country and the recent case of a policeman who beat up a Bulgarian student.

The party also said that in recent months Stoyanov had allowed acts of police violence during the football protests, had not protected the elections from vote merchants and had lied that all parties were buying voters, and was currently demonstrating inadequate responses to the political office.

„We, from „Edinenie“, see the distrust of ordinary people for whom Minister Stoyanov is not a guarantor that the Ministry of Interior is on the side of society. We do not see his efforts to build bridges. On the contrary, he is increasingly becoming a burden on the system. Unfortunately, the essential requirement for a citizen to be empowered as a minister – visionary leadership and the ability to guide the institution into the future – is absent. Not once have we heard how the Ministry of Interior will serve people better in 2-5-10 years. The Ministry has sunk into a state of stagnation.“

We are publishing the full text of the party’s statement that was sent to the media. It was signed by Co-Chairmen of the party Ivan Hristanov and Ivan Manev.

„Just two weeks ago, the public witnessed yet another lawlessness committed by a Ministry of Interior official. A police officer from the 4th Regional Police Department of the Burgas Police Department, pretending to work for the infamous security company „Delta Guard“, showed unjustified aggression towards a Bulgarian citizen.

Beyond the issue of the individual responsibility of the officer, given the critically low trust in the structures of the Ministry of Interior, society needs decisive, responsible, and professional actions to build trust in the work of the Ministry.

In contrast to these expectations, the leadership of the Ministry of Interior represented by Minister Kalin Stoyanov, fails and reacts inadequately, slowly, and with formal actions, attempting to conceal the identity of the police officer and showing tolerance towards the actions of the security company. This indicates that the minister lacks the necessary personal and professional qualities.

The incident on July 1 at the „Gradina“ campsite once again highlighted the picture of a political cabinet that allows illegal practices, which are intolerable for any democratic society. We are witnessing the minister’s failure in controlling private security activities and the lack of response to lawlessness, covered up with absurd excuses from „Delta Guard,“ a company notoriously known by investigative media as being entangled in power during the last Borissov cabinet.

We are witnessing the failure of the minister to ensure security and prevent police officers from working for private security structures, which is reprehensible, intolerable and requires far more definitive action by the minister to eradicate such phenomena that have become a practice.

This is yet another case of failure on the part of the minister, where it is clearly evident that the officers under the minister’s leadership are mentally, legally and most importantly morally unprepared for the responsibility of the office they hold, which in turn proves the lack of the grand vision of personnel policy, selection rules and training of officers.

These professional shortcomings and failures of Minister Stoyanov further add to the already sad reality of local parliamentary elections marred by massive vote-buying, which directly undermines trust in the democratic nature of the electoral process, and consequently, in the foundations of democracy.

Over the past week, Bulgaria has been engulfed by fires that have consumed forests, pastures, fields and settlements. Unfortunately, the stupor of the political office of the Ministry of Interior, visible in the cases of violence, seems to be noticeable even now. Once again, the Bulgarian society finds itself in the proverbial situation of „the drowning person must save themselves.“. The impeccable on-ground performance of firefighters and the spreading heroism demonstrated by firefighters, forest workers, military personnel, and volunteers somewhat manage to compensate for the acute lack of vision in the political leadership.

It is evident that reports from the beginning of 2024 about low soil moisture reserves, information about severe abuses in public procurement for the construction of forest roads, data on empty reservoirs and drying rivers, and forecasts of record-high temperatures were not sufficient to grasp the alarming situation related to fire hazards. There are no proactive measures at a high political level, no technical support with modern equipment, and no agreements with neighboring countries for assistance in case of need.

What becomes evident and visible to the public is that the minister perceives his position solely and exclusively in service of political interests. He is incapable and unwilling to propose and implement adequate actions to build trust in the institution. He is unable to create a comprehensive vision for the activities of the professional staff and cannot guarantee appropriate proactive measures.

Dear Madam Speaker of the National Assembly,

Dear Mr. Prime Minister,

„Edinenie“ demands the immediate resignation and dismissal of Minister Kalin Stoyanov as the only possible solution to overcome the visible gaps in the ministry’s work and the lack of necessary professional and personal qualities required to lead the extremely responsible activities related to internal order in the country.

We’d like to call for the application of all statutory mechanisms to put an end both to the outrages in the Ministry of Interior and to the collapse in the credibility and security of democracy and statehood.“
