Bulgaria’s Specialised Appeal Prosecutor’s Office published screenshots of a chat
conversation between two participants named Plamen Bobоkov and “Prezident – Rumen Radev” from September last year.
They were discussing the appointment of a “serious ambassador in Nigeria, accredited by Liberia”.
The chat conversation is allegedly between a person with political immunity and the prosecuted Plamen Bobоkov. The correspondence was obtained from a cell phone used by Bobokov. One of the text messages sent from Plamen Bobokov to “Prezident – Rumen Radev” on September 29, 2019, says:
“Greetings from Monrovia! The Senat already passed our concession and Prista Port is now officially concessionaire of Buchanan port for the next 25 years!……President George Weah said he is eager to meet you! Therefore, we need to appoint a serious ambassador in Nigeria, accredited by Liberia. I wish you much luck at the New York forum and you have my deepest gratitude for your support. I already sent you the location. I remain 24/7 available at your disposal!”

The Prosecutor’s Office said the conversation was published due to the multiple media requests and the high public interest and demand for disclosure of objective facts. The move was approved by the acting prosecutors and in accordance with the National prosecution codex. The disclosure also aims to dismiss the fake news that recently aired on national television.
