In the last few months, the doctors providing outpatient care on the territory of Pomorie have witnessed an unprecedented insulting attitude on the part of Mayor Ivan Alexiev and newly appointed manager of MHAT “Pomorie”- Kiril Hinov.
All doctors work in the building of MHAT “Pomorie”, which is a public municipal property, with lease agreements after legally conducted auctions. Three months ago, they were informed by Alexiev that they had to vacate the offices where their practice was located, on the grounds that they did not contribute anything to the activities of the medical institution, and that they needed the premises for other purposes.
All this causes great public discontent and leads to the collection of signatures from citizens and public discussion of the problem. The great public response caused the mayor to stop these actions. In a public hearing, he said the contracts would not be terminated and no doctor would be forced to leave his office. At a session of the Municipal Council Ivan Alexiev even proposed a moratorium on all activities and transactions concerning the building of the Pomorie Hospital.
After some lull, about two weeks ago, a notice of termination of the lease was handed to Dr. Margarita Dimitrova – obstetrician-gynecologist, on the grounds that the contract had expired, although she had submitted an application for renewal.
The motive is again the same – the room is needed for the needs of the Medical Center. The logical question immediately arises: Where does this urgent need come from, given that there are at least 7 vacant offices in the building? It is interesting who determines the needs of the MC, as the current manager Hinov holds this position in violation of the requirements for it. This was established by the Medical Supervision Executive Agency, which necessitated announcing a competition for a new manager.
From a legal point of view, the termination of the activity of a specialist leads to the termination of his contract with the NHIF, which is contrary to Article 2, item 2 and item 5 of the Health Act and Article 102, paragraphs 3 and 4 of the Health Act. medical establishments. It takes 6 to 8 months and a lot of financial resources to restore the work of such a highly qualified specialist.
What is happening is a dangerous precedent, which in time may lead to the removal of other doctors from their offices in the hospital building, which will mainly affect the health care of the population of Pomorie.
The citizens of the town have started again in a petition for the stay of Dr. Dimitrova and the doctors from the outpatient care in the offices in the building of the MHAT.
