Anyone who does not receive a receipt in a restaurant is not obliged to pay the bill – this is what the amendments to the Value Added Tax Act, part of the draft budget of Finance Minister Asen Vassilev, which were published for public discussion, state.
The purpose of the amendments is to make the restaurant industry in our country declare its profit to the National Revenue Agency. Restaurateurs accepted the prepared changes harshly and commented that a good proposal was tainted because it would only apply to restaurants.
Chairman of the Bulgarian Association of Restaurants Richard Alibegov commented that after the lowering of the VAT rate, the sector was extremely disciplined. According to him, the objects that were sealed have decreased, and there has been an increase in the contributions of the corporate tax.
„If it comes to disciplining fiscal policy, compulsory receipts are a nice measure, but there remains a misunderstanding why it remains only for our sector. Quite often, waiters serve several tables and they are slow in giving the bill, this can be solved as not giving a receipt and someone getting up and leaving,“, he reasoned.
It is unacceptable to leave without paying the bill under any circumstances, according to tax expert Nikolay Vanchev. According to him, this will lead to big problems: „There will always be people who get up without paying and claim that they were not given a receipt. The police should be called to find out if this is the case or not. „
