Does Burgas Municipality impose fines for scribbling on buildings, monuments and underpasses in the city?

Does Burgas Municipality impose fines on offenders who dare to indiscriminately scribble on buildings, walls and other apparently inappropriate places throughout the city of Burgas. This is what a municipal councillor asked in a letter to the local parliament after being approached by dissatisfied citizens. According to them, the main reason for the unpleasant sights lies in the lack of control by the Municipality of Burgas.

In the letter the following questions are asked, the answer to which will certainly be very interesting, because from them should become clear the specific figures of the fined offenders and whether there are any.

  1. On the basis of what legal framework control is carried out and sanctions are imposed for drawing and writing words, texts, drawings, graphic images and any other signs on the facades of buildings, religious temples, monuments, memorial plaques, fences, decorative walls and other public buildings, corridors, underpasses, overpasses and other elements of urban furniture, incl. on public transport vehicles, as well as any other place not intended for the purpose on the territory of the city of Burgas?
  2. How many offenders have been identified in the last 4 years, what sanctions have been imposed on them and what part of them have been paid by the offenders?
  3. What is the procedure for cleaning unregulated drawings, inscriptions, scribbles, graffiti and what expenses in absolute value have been incurred by the Municipality for the last 4 years on this matter?
  4. Has the Municipality of Burgas explored the possibility of introducing measures to promote graffiti art, by designating spaces and building walls for free graffiti, creating a procedure for painting the facades of buildings by graffiti artist or others?

In recent years, the Municipality of Burgas has received several reports in this area. The last one was about the graffiti scrawled on the boardwalk. Then measures were then taken, one wall was repainted and the other cleaned as much as possible. Unfortunately, a few months after that, new ugly scrawls appeared in the same places, which surely repels the walking citizens of Burgas, as well as many tourists in the summer.

It is known that most hooliganism in Burgas is monitored by around 1,200 cameras that are located in key public places, playgrounds, schools and main road sections. In theory, this means that the perpetrators cannot go unnoticed and, with good will on the part of the local authority, sanctions can be imposed on them, which will have an educational effect.
