Employees of the Commission for Combating Corruption and Confiscation of Illegally Acquired Property (KPKONPI) have launched an inspection in the Municipality of Lom after receiving data on illegal actions by persons holding senior public positions in public procurement.
The object of the inspection are 2 public procurements, financed under Operational Programs “Environment 2014-2020” of the Ministry of Ecology and “Rural Development 2014-2020” of the State Fund “Agriculture”, at a total value of BGN 3,448,510.50. They are for the design of composting installations (for separate garbage collection) and for the rehabilitation of buildings in the town halls of the villages of Staliyska Mahala, Zamfir and Dolno Linevo.
Documents are required and explanations are taken from the management of Lom Municipality and officials in the municipal administration, from employees of the companies-executors of public procurement, as well as from employees of the General Labor Inspectorate, established on the spot circumstances surrounding the implementation of the contracts.
The information is checked that the companies, formally selected as contractors, do not perform the activities assigned to them, and they are actually performed by companies owned by the Deputy Mayor of the city Valentin Evtimov. It has been established that the same companies, its property, in previous periods have been awarded orders and contracts by the Municipality of Lom. In this way, through the formally selected contractors, the revenues from the activities carried out reach the companies owned by the said deputy mayor.
