Former Minister of Environment and Water Emil Dimitrov had already filed reports two years ago. He reminded that Laura Kyoveshi, during her visit to Bulgaria, stated that the first thing she would do was an inspection of energy and heating companies. But it turned out that this was not the case because the European Public Prosecutor’s Office has its own schedule.
According to him, the problem is another and it is whether these companies are indirectly connected or not. Because according to him, officially Hristo Kovacki is their consultant. And if the companies in question really turn out not to have paid their quotas, then sanctions should be imposed on them. The reason is that they caused damage in this way to the European Union /EU/, and respectively to Bulgaria. But on the other hand, they were given cheap electricity.
Emil Dimitrov explained that the institution that gives the complex permits is the Executive Environmental Agency. It gives the permit for greenhouse gases and then accepts the reports from the laboratories in order to pay the allowances.
In this case, these reports should have stopped and a new check should have been made. But this did not happen, the former environment and water minister stressed.
According to Dimitrov, the control of the executive agency was too weak. At the same time, it will be very difficult to prove the damage that was done five years ago. They can only be judged by analogy or if there is some kind of protected witness.
Dimitrov recalled that while he was environment minister he had changed the director of the Executive Environmental Agency five times because a number of violations were found.
