Municipal Council-Burgas voted positively on the report for the selection of an option for the division of the plot of land on „Troikata“ Square, known as „The Hole„. This came after nearly two hours of debate, interrupted by a break for consultations between groups in the local parliament. In the end, the report was adopted almost unanimously – 39 „for“ and 4 „abstentions“.
Today’s session began with a proposal by Ivan Ivanov from the Middle European Class group to postpone the point until some details are clarified.
“The report really came in a few days ago, we were all excited to solve a problem that was in the public domain. We have waited 30 years, we will wait some more. If tomorrow one of these owners does not agree and a lot is drawn, then how will territories in this plot be distributed.”
The municipal councilor called before the entire division of the territories to write down who will own which territory after the division.
He was opposed by Adv. Ivo Baev, who stated that the owners themselves declared their desire for division in court and even made a concession and practically gave up the first line.
The proposal to drop the report from the agenda was dropped after a vote of 9 „for“, 28 „against“ and 9 „abstentions“ and it was considered by the municipal councilors.
The mayor Dimitar Nikolov also joined in on the topic, according to whom the administration’s work on the case is over and everything is now in the hands of the municipal councilors.
“We conquered this terrain for the residents of the city of Burgas. From now on, there are hundreds of proposals for what should happen to this plot of land – a park, a large square, a children’s playground, a water cascade, a monument to Vasil Levski, a monument to Khan Asparuh… What follows is easy, because you have the property behind you. No one can take away this property from the Municipal Council. However, take the risk that if a decision is not made today, it is not known what the court will decide later.”
He added that this property was won very hard, because there was a real danger that the Municipality of Burgas would lose the entire plot, as happened with the „Chernomorets“ stadium and the Kolodruma, since in such cases the court in 99% of cases rules in favor of the private parties.
The director of the „Legal-normative service“ directorate, Zlatina Georgieva, also brought clarity on the topic.
“At this point, the proposal under consideration is only for one graphic version of the division. From now on, the details of the agreement are to be discussed and signed. Including whether the square footage being added to the properties will be assessed at that value or higher, who will get what property, etc. This will be outlined in the court settlement that will be presented to you for consideration if it comes to that.”
She added that the Municipality of Burgas offers an option for replacement, but the other owners do not agree with this and hold on to their real properties in the plot of land on „Troikata“ square, for which they have legal claims. .
After her speech, the municipal councilors from the Middle European Class requested a 10-minute break for consultations, in which the situation was explained to them by Zlatina Georgieva herself.
According to Georgi Drakaliev, there are currently two options for the Municipality of Burgas – We want it to receive nearly 10 acres, without previously having had anything, or to face the uncertain future of the next court decision.
At the end of the long debate, the mayor Dimitar Nikolov turned to the municipal councilors with the request to put an end to the claims against him, since his work on the case has ended.
