Former Minister of Justice Hristo Ivanov is being questioned in the Sofia City Investigation Department about a breakthrough in the system of random distribution of cases. It was during his time and as he chaired the sessions of the Supreme Judicial Council that a decision was made to implement this system, which is supported by Smart Systems 2010.
On entering, Ivanov commented that it was the responsibility of the Supreme Judicial Council and not his own.
Pre-trial proceedings began two weeks ago when an audit found that the system was unreliable and could be easily cracked even by people without serious computer skills.
Before him, Vasil Velichkov appeared for questioning in the Sofia investigation. He was introduced to the Supreme Judicial Council as an external expert and a member of the political cabinet of then Deputy Prime Minister Rumyana Bachvarova.
In 2015, he participated in a SJC working group to select the new system. According to the prosecutor’s office, he insisted that the company Smart Systems 2010 should be chosen.
After the questioning Velichkov said that he had given explanations in the Investigation. He stated that control was at the SJC, and his role extended only to the assignment. But he admitted that from the initial 134 requirements, the company did not meet at least 3-4, but had no memory of being security-related.
Ai specialist has announced that he will search the records at home and provide them to the investigating authorities.
A week ago, the Supreme Judicial Council decided to terminate the contract with the company and look for a new system that was secure.
