Is the Mayor of Nessebar Nikolay Dimitrov and his municipal councilors about to hand over the municipal polyclinic in Sunny Beach into private hands and thus liquidate it? This question is asked by Krastyo Peev, defining the intentions as a „crime“, which raises many questions. On this occasion, the public figure shared a video on the social network in which he shares his concerns. In it, he comments:
„Something extremely disturbing is about to happen in the municipality of Nessebar in the coming days. Whether it is a crime against Nessebar and its citizens I will leave to you to decide. This is about the polyclinic in Sunny Beach, which is run by a 100% municipally owned company. At the upcoming session of the Municipal Council, this Friday, Mayor Dimitrov, together with his solid majority, are invited to liquidate this company.“
Peev gives details of the case: „The company, which is called Doctor Dimitar Peev Medical Center, is using the building, which is owned by the Nessebar Municipality, free of charge to provide medical services. There is a clear contract for which this company since 2000 has to provide specific medical services. Because of renovations at the Emergency Centre in Nessebar, it was moved to Sunny Beach, and once the renovations in Nessebar are eventually completed, this Emergency Centre must be moved back. You know that we repeatedly raised the issue, we even went to the Minister, together with the petition that we put together, so that a larger number of much needed Emergency Centres could be opened in Nessebar, in Sunny Beach, in Sveti Vlas, in Obzor, so that additional ambulances could be opened – something that was committed to by the then Minister of Health, and a decision was taken at regional and regional level, but it never happened.“
Krustyo Peev shares a video and the city manager’s memo of intent for the medical facility.
According to him, during the Municipal Council Committee, Mayor Dimitrov has stated the intention that this 100% municipal company be completely liquidated and the health facility, which is on an area of 5 acres, with warehouses and premises, to be leased to a private company for a monthly rent of BGN 6000 or BGN 80 000 per year, and this tenant is obliged to provide the much needed medical services for the Municipality.
„The tenant must provide for specialists in general surgery, orthopedics, pediatrics, obstetrics, eye diseases, heart diseases, there must be personal physicians, a laboratory, a pharmacy, and a dental office, and they are obliged to work at least one day of the week under a health insurance, and in addition the Municipality provides for the construction of an office in which interventions can be carried out for citizens against presentation of an identity card, ibid. Injections, blood measurements all of which are lacking in our Municipality, while many others have them. Additionally, the Municipality undertakes that this annual rent, which is paid in the amount of 80,000 leva, will be paid back every year in the form of investment, i.e. the tenant actually takes this building rent-free, which effectively makes it a gift,“ Krustev points out.
What he thinks is worrying in this case: „The municipality says that it will control this tenant by taking a 10,000 leva deposit for the entire term of the contract and if he does not fulfil his obligations to buy everything he said he would, to provide all the services, this deposit will be taken away. And somehow the Municipality is going to be able to control this process with this contract that has been entered into, mind you, for services that for 17 years, specifically Mayor Dimitrov’s administration has failed to ensure are going to be performed by a company that is 100% owned by the Municipality of Nessebar and 100% located on the premises of a facility that is municipally owned. Now let me ask you, Mr. Dimitrov, how, when you have failed to control for 20 years, are you now going to control the private company that is going to take this space from you on a lease?“
More questions arise in Peev , which you can hear in the next video. They are also related to the case of why the roof of the health facility was renovated before the idea to lease it, and not 10 years ago, for example.
Krustyo Peev believes that what is happening is also a personal vendetta against the Governor Dr. Petko Iliev, because he stood next to the public and raised issues with the Council of Ministers related to the problems of health care in Nessebar.
In conclusion, the public speaker appeals to the municipal councillors to take responsibility, pay attention to the needs of the public and vote carefully.
