Out of 416 dams, only 10 have been completed with completed repair and restoration activities and paid for by the State Consolidation Company (SCC) EAD. This was stated by the caretaker Minister of Economy Kiril Petkov during a joint briefing with the Minister of Regional Development and Public Works arch. Violeta Komitova on the topic „Illegal construction“.
Minister Petkov pointed out that an inspection of the construction documents of these 10 dams was carried out jointly with the Ministry of Regional Development and Public Works and the National Spatial Planning Commission.
“I hoped that there would be no dam wall without a permit, but it turned out that out of these 10 – not a single wall was built. Who can take responsibility if these walls crack or an accident occurs. These dams are completely new facilities for which we do not have construction documents. We only see orders written by hand”, he said.
According to him, during the inspections on documents in the respective municipality it was established that no construction documents have been issued for the constructions, i.e. they are illegal. The dams were built at inflated prices – 5 times above the price of transport and 2 times above the price of concrete, and not even the most dangerous dams were selected.
“This is not just about money, but also about danger to the population. The good news is that only 10 have graduated, because we don’t even know what the quality of the concrete is and we have to get under control very quickly. This is an example of complete carelessness”, Petkov said.
The caretaker minister added that an estimated BGN 200 million had gone into someone’s pockets and stressed that these dams had been built at least three times at higher prices, without documents and without a guarantee of their quality.
The Minister of Economy also clarified that despite the fact that they are in different areas of Bulgaria – the same two companies build them at almost the same inflated prices with a difference of a few cents.
He announced that he intends to dismiss the last member of the SCC board who was part of these decisions.
“Apart from the dismissals, we will also seek responsibility from the SCC leadership, because this is unacceptable”, the economy minister was adamant.
