A procedure is being launched to guarantee Bulgarian citizens the opportunity to vote by machine in the runoff, where one will be held.
This was said by E-Government Minister Alexander Yolovski after the Supreme Administrative Court finally decided on Monday that „certifying the conformity of machines within the meaning of Article 213a (2) of the Electoral Code is the express competence of the Minister of E-Government.“
The certification teams of the line department will put in extra work and effort, repeating already completed certification procedures that were signed in time before the first round. After the completion of the new procedure, Minister Alexander Yolovski will sign to avoid any risks.
Each step of the new procedure will be documented. The competent ministry will today ask the Central Election Commission (CEC) for permission to make all steps of the certification process fully public and transparent.
The Minister of e-Government invited representatives of the National Security State Agency, the parties, coalitions and initiative committees registered to participate in the elections, the non-governmental organizations, registered observers of the relevant type of election, as well as the Bulgarian Academy of Sciences to monitor every step of the process. They will get access to all the information in the order set by the CEC.
