Petition submitted to RIEW-Burgas: Tsarevo opposed the construction of a landfill

The residents of Tsarevo united against the construction of a landfill near the entrance of the town. 1,032 people opposed the local government, putting their name and signature against the construction of a waste treatment plant. The locals showed no hesitation in participating in the petition, even though they knew perfectly well who the investor was behind this investment plan.

Today, public activist Emil Peychev submitted the petition to the Regional Inspectorate of Environment and Water (RIEW) – Burgas with a covering letter, expressing the position of 1032 people.

Peychev expressed his gratitude to the residents of Tsarevo for uniting around a common cause. He told Iskra.bg:

The people of Tsarevo woke up and showed that there is no turning back. Are they many or are they few? If you ask me – they are numerous. I am proud of my fellow citizens. Let everyone know that in Tsarevo we are many free people. And if you keep asking yourself are there 1032 people, imagine them in the square near the Municipality. One person may be frightened and forced to silence, a dozen people may bend under pressure, but a thousand people are such a force that all must comply. In Tsarevo, something is changing before our eyes. People who are not afraid are becoming more and more.

Emil Peychev hopes that the competent institutions will not allow another folly of the Municipality of Tsarevo, because this dump shows personal interests and benefits. Here is part of the announcement about the construction of the landfill, which the local government published on its website:

The investment proposal is new and envisages the construction of a mobile installation for pre-treatment (separation, baling) of mixed household waste, located in the land plot with identifier 48618.28.820 on the CMCR of the town of Tsarevo. Tsarevo, leased for use to „ALFA BIO PROJECT“ Ltd., according to the lease agreement for the immovable property. The quoted land plot has an area of 4315 m2, with the permanent designation of the territory „Urbanized“ and with the type of permanent use „For other type of production, storage facility“. The plant will have a maximum capacity of 10000 t/year or an average daily capacity of 40 t/day. The plant will be located in an open area on hard impermeable concrete pavement.

The necessary functional areas will be constructed at the site and the technological equipment necessary for the following activities will be installed: separation, baling, temporary storage, weighing and transfer for further processing of the recyclable and recoverable components contained in the mixed municipal waste; as well as weighing and transfer for compaction, transportation and transfer for final disposal by landfilling of the separated non-recoverable waste fractions.“

What is worrying in this case is that the land mentioned by the Municipality is located at the beginning of the industrial zone and about 200-300 meters from the entrance to the town. There, it is planned to collect and bale separately the garbage itself and only after its processing to take it to the landfill in Ravadinovo.

We would like to remind you that the land actually belongs to a person very close to Angel Tsigularov. Tsigularov is a municipal councilor, third term from GERB. He is said to be the acting shadow mayor. His company „MOV“ Ltd. was transferred to a person he appointed – owned by documents of Stancho Stoyanov, who leased the land for the dump. Simeon Ivanov is the manager of the leased company „ALFA BIO PROJECT“ Ltd. „ALFA BIO PROJECT“ Ltd. has a capital of BGN 2 and its turnover for 2019 is BGN 20 000, which is 82% more than in the previous year 2018 – BGN 11 000. Its average annual growth is -20%, but at one point it appeared as a contractor. Its activity is in the field of ecology and biotechnology.
