„Burgas Municipality must fulfill its obligations under the law and complete the repair of the street as soon as possible! In case there is no result from this report within two weeks after my submission we will be forced to seek our rights in court for the damage caused to us, as well as to announce the beginning of protest actions, closing major boulevards in the city!“
This is written in a report distributed to the media and addressed to the Municipal Council of Burgas, Mayor Dimitar Nikolov, the Executive Director of the Water and Sewerage Company, the Regional Governor of Burgas, the Head of the „Traffic Police“ sector at the Regional Police Department Burgas, the Ombudsman at the Municipality of Burgas, the District Prosecutor’s Office Burgas, the Regional Inspectorate for Environment and Water by the residents of „Slaveykov“ district in blocks 15, 16, 19, 20, 21, 22, 65, 71, 72, 113 and 114. „We submit this report in the hope that the responsible institutions will fulfill their obligations under the law. As you are well aware for more than a year now, the street located between our blocks located in the residential district. „Slaveykov“, has been excavated and looks like a lunar landscape. The repair on it and the replacement of the sewer began at the beginning of December 2022, the pipes were replaced, and the repair company only filled in the excavated sections and left them like that for more than a year.
As a result, huge holes and bumps appeared. In the summer season, when the weather is dry and because of the cars passing on the street in question, clouds of dust are raised, and in the autumn-winter season, when the rains begin, everything is in mud and dirt. Thus, for more than a year, due to the inaction of the institutions responsible for this, we citizens, as well as businesses, are forced to suffer the harmful consequences of this, to breathe air with a high concentration of dust and to move along a muddy and dirty street, and the children nor can they go outside to play or do sports because of the dust in the air.
Next, the huge potholes on the street in question create conditions for the occurrence of road accidents, especially during the summer season, when the traffic on it is intense. In addition, due to the large bumps on it, we wreck our cars regularly, which causes us great damage. And the biggest damage is suffered by the commercial establishments on the street, which complain of an outflow of customers because of the dust, potholes and dirt. Here follows the question of who will repair these damages and how all of us who suffer them will be compensated.
Dear ladies and gentlemen,
Imagine living in a municipality where the main street you drive on is dug up, huge clouds of dust are raised every time a car passes by, you breathe dirty air, walk in mud and have to go to the garage every month to have the undercarriage repaired your vehicle. That is why the situation is becoming more and more intolerable, and normal life is becoming more and more impossible. To date, there has been no result from the previous reports that we have submitted and there is no answer to a number of questions that we have asked the institutions responsible for this. We still feel that we have no rights as citizens of this municipality and as regular taxpayers.
Our rights have been grossly violated and we feel like prisoners in our own homes, unprotected by the law and the institutions responsible for it. And yes, in our country ordinary and conscientious citizens and taxpayers are instilled with the feeling of corruption, because only this would be the adequate response to the excessively long inactivity of the institutions you represent.
The institutions you represent are the pillars of a democracy. They must enforce and enforce the law. Institutions exist to benefit their citizens and society as a whole. And we are not obliged to tolerate this outrage. We live in a country governed by the rule of law, and it follows that our rights as citizens should be protected precisely by the institutions that you, dear ladies and gentlemen, represent.
Therefore, we demand that the Municipality of Burgas fulfill its obligations under the law and complete the repair of the street as soon as possible! Good managers work for people, regardless of the circumstances and do not look for excuses!!! In the event that there is no result from this report within two weeks of my submission, we will be forced to seek our legal rights for the damages caused to us, as well as to announce the beginning of protest actions with the closure of junction boulevards in the city!”
A petition is attached at the end of the report, showing how about 500 residents of the above blocks have supported the report.
We remind you that a few days ago the Municipality of Burgas confirmed the dozens of complaints received about the case, stating:
„The Municipality of Burgas again urges the state company to complete the project it is implementing there by restoring the destroyed street pavements. For many months the residents of the complex have been breathing dust and breaking their cars in the unrestored street network. It is high time the work was finished and finished with quality!“, the local administration is adamant, specifying to Iskra.bg that this concerns both renovations in the complex.
