„Minister Gvozdeikov, this well-known servant of many masters, is marching forward towards spending BGN 3 billion, which was supposed to generally renew the rolling stock of the BDZ (Bulgarian State Railways), within the framework of the Recovery and Sustainability Plan /RSP/.“
This is what former Defence Minister Dimitar Stoyanov warned about a few days ago. According to him, the Stadler company has abandoned two contracts – one for 7 double-decker trains and the second for 35 multiple unit trains. According to him, current Minister Georgi Gvozdeykov tried to wash his hands with the company, but at the same time before „swore in the name of the same company that he would fulfill everything qualitatively and on time.“
The former minister also said that rumours had spread that the Stadler company had problems, including financial ones, but he left it to the conscience of those who had chosen it as a contractor. On this occasion, he also wrote on Facebook:
„Now, the Ministry of Transport is making vows for another company – PESA. This company is supposed to deliver the 35 trainsets. The bothersome details are whether the company will even want to sign the contract, given the increasingly tightening delivery deadlines. We remind you that everything under the RSP has to be completed by August 2026.
There is a guilty silence regarding the issue of the 20 high-speed push-pull trains. Back in the spring, it became clear that no company was willing to take on the order. Initially, Gvozdeykov was going to launch a new procurement procedure, but then in June, he began explaining that he would ask the European Commission to renegotiate the type of trains in order to meet the delivery deadlines. Since then – only shameful silence.
The fourth element of the BDZ rolling stock renewal envisaged the purchase of 18 shunting locomotives. It was divided into two lots. Miraculously, in February the transport ministry signed a contract for the delivery of nine small shunting electric locomotives, which is worth as much as 10.5 million leva. And again, miraculously, things around the contract are going relatively normally. The other part of the project – the delivery of nine shunting locomotives for the partially electrified depots fell through and Gvozdeykov did not even bother to start the procedure.
To summarize – Mr. Gvozdeikov can boast of the implementation of half a project worth BGN 10.5 million. The remaining 3 billion will probably disappear without a trace.

Let me remind you that you liked him so much that the Petkov cabinet in its last days saved him from unemployment by appointing him director of a waterfall, so to speak, director of Bulgaria „Bulgaria Heli Med Service“ EAD with a salary higher than the ministerial salary (what he did there is a separate and shameful issue). And let me remind you that you liked him so much that you made him Minister of Transport in the Denkov cabinet. Take responsibility for it!“
