A Security Standard must be drawn up so that more guards can be appointed, said the Chairman of the Management Board of the Union of Prison Employees in Bulgaria Yasen Todorov for Iskra.bg. We remind you that in the first two parts, he commented on the case of the release of the head of the prison in Lovech, Senior Commissioner Rozalina Ganekov, and the prison reform, which changed the working hours of the guards.
For years, the prison employees’ union in Bulgaria has been demanding the appointment of more employees. During talks with the various governments, the union proposed to appoint about 200 people annually to the two specialized directorates until a level of security was reached, but at the same time it was not possible to say what it would be because there was no prepared standard. When asked who should create it, Todorov answered:
“A Security Standard needs to be drawn up because we don’t know how many employees are actually needed and the Ministry of Justice is taking advantage of that. The Ministry of Justice should prepare and it has been talked about. At least three times they have started working groups under different governments, but it does not get to the end.”
Asked why this is not happening, he replied:
“There is no interest in going all the way, because it will be seen that the composition is grossly inadequate. It was seen that it is extremely insufficient, people have to be appointed, that is, they have to be trained, there is no place for them to be trained. The appointment procedure itself is quite long – it takes about 3-4 months. These are things that will shine before the public. The competition only lasts three to four months. Otherwise, the training is about 3 more, which is actually another month and a half in training and a month and a half in practice, which is extremely insufficient because, for example, in France or Belgium, a supervisor is trained for 3 years.”
