By its decision, the Council of Ministers proposed to the National Assembly to approve the draft Act on Revenue Collection and Expenditures for 2025, until the adoption of the Act on the State Budget of the Republic of Bulgaria for 2025, the Act on the State Social Security Budget for 2025, and the Act on the Budget of the National Health Insurance Fund for 2025.
In the absence of an adopted state budget before the start of the fiscal year, Article 87 of the Public Finance Act regulates the main issues related to revenue collection, expenditure, provision of transfers, and incurring of state debt, taking into account the enactments of the National Assembly and the Council of Ministers that provide for additional or reduced budgetary funds, and in compliance with fiscal rules and the fiscal targets approved by the Council of Ministers in the medium-term budget forecast.
In light of the complex political situation in the country and the practical impossibility for the National Assembly to adopt the budget acts for 2025 by the end of the current year, the caretaker government has developed the present draft Act on Revenue Collection and Expenditures for 2025, until the adoption of the Act on the State Budget of the Republic of Bulgaria for 2025, the Act on the State Social Security Budget for 2025, and the Act on the Budget of the National Health Insurance Fund for 2025. This act aims to ensure clarity and predictability regarding revenue collection, expenditure management, and the execution of transfers.
The proposed draft act provides a legal framework that, on the one hand, ensures the smooth functioning of the state and municipalities, and on the other hand, guarantees the rights and legal interests of citizens by providing them with legal certainty regarding the payment of salaries, pensions, social benefits, and other social payments, the use of tax preferences and exemptions, as well as the execution of other payments. At the same time, the proposed draft act ensures the implementation of special laws regulating specific public relations until the adoption of the budget acts for 2025.
