The ministers of the caretaker government have submitted 20 signals against the previous rulers for the period from May 12 to October 1 this year, the Prosecutor’s Office of the Republic of Bulgaria announced. Two of them were prosecuted. Three of the signals were sent under the jurisdiction of the European Public Prosecutor’s Office.
The Sofia City Prosecutor’s Office has initiated pre-trial proceedings on a signal received from the Ministry of Economy for lack of sufficient control over the repair and reconstruction of 414 dams. The investigation is being conducted by the National Investigation Service for failing to take sufficient care of the management of the property entrusted to him and its subsequent destruction.
Pre-trial proceedings have also been instituted in connection with a signal from the caretaker Minister of Health. It states that false data were declared when participating in a competition for an independent member of the Board of Directors of „Alexandrovska“ hospital and the investigation is being conducted by the Sofia City Prosecutor’s Office. Pre-trial proceedings were instituted on 12 August and police officers were instructed by the SDVR on what to do in the course of the investigation. A graphic expert has been appointed, an original declaration has been required, and witnesses are to be questioned.
The Prosecutor’s Office received a report submitted by the MoEW on violations in the implementation of activities under the Operational Program „Environment“ for the period from 2014 to 2020. The materials were sent to the European Public Prosecutor’s Office, which accepted the file within its competence.
A signal was also sent to the European Prosecutor’s Office by the Deputy Minister of Economy regarding crimes in respect of funds received from funds belonging to the European Union under the Operational Program „Innovation and Competitiveness“ for the period from 2014 to 2020. The signal refers to a project beneficiary company.
The third signal, received from the Executive Agency „Audit of EU Funds“ at the Ministry of Finance, sent to the European Public Prosecutor’s Office, is about a suspicion of conflict of interest on a project to build an anaerobic plant for separately collected biodegradable waste. It has already been examined by the European Public Prosecutor’s Office, and a refusal to initiate criminal proceedings has been received.
Most of the signals that were sent for investigation to the bodies of the Ministry of Interior – GDNP and SDVR were given specific instructions. So far, they have not been executed and the materials have not been returned to the competent prosecutor’s offices.
